A city that sunk into the sea under the weight of a god. The device that brought it into existence may still linger in the ruins. The city is being slowly devoured, for thousands of cycles it has been devoured. Perhaps it is not abandoned. Whoever may have found what they need from there would defend it to the last.
A mafia-like faction has claimed dominion of the ruins. Their political power in the surface world depends upon what they are looting from the ruins. They have learned how to interact with the god in a way that they won’t be killed. They are selling what they are finding. They are killing whoever might stop them.
